You could probably get away with compiling a list from people you know (on social media or otherwise) but I very much doubt that buying a list or scraping is allowed. I would be delighted to be proved wrong.

When people sign up “Offer something that has very little commitment tied to it” you have to be very specific about what they are signing up for which I guess could be accomplished in the email before they sign up, or on a landing page if you use one. You then need to comply with whatever you specified, for instance, do not keep their details longer than necessary of use them for a different purpose (campaign).

We are entering a new era when GDPR becomes law on 25th May.

The comment about using a different email domain for outreach is very sensible as my main domain very quickly became blacklisted when I used it for outreach with Mailshake.
